So then, how should we section the forum up into boards? Obviously, there is a general chat one and, if possible, I suggest an Admin Board only visible to Admins and Moderators (the usual practice, I think). Then do we want seperate boards for development, such as scenery and aircraft etc, one for events - kind of similar to the FG forums, but on a smaller scale?

That seems a good idea to me. Maybe also a kind of repository for downloads of those things so they are available b4 they are accepted into the FG official updates. I can provide server space for the repository if wanted/needed.

I'd suggest, at least in the early stages, we keep the boards as few as possible. Just because 10 boards with one post in each looks a lot worse than 2 boards with 5 posts in each.
To start with I'd say:
- Admin - General - FG Development - Flying Operations (general discussion on actual flying tips and resources) - Events and Gatherings
erm....thats all I can think of at the moment!

OK, I'm working through a first draft on them, let me know what you think. In terms of the repository, I already have in place something similar for public web resources - called the pool, in the website root directory. But for other bits of code, that's quite a good idea. I think the links to the repository may be best handled by the Wiki and not the forum, but I'm thinking about it at the moment.
